Not charged with sexual assault or something similar? This person belongs on a sex offender list and I’m afraid he’ll get off easy because Ohio. His photo should be shared far and wide so any time he walks in to public someone points and yells so people can guard their skirts and hide their children.

So the charge of ‘public indecency’ is the ohio law that pertains to the exposure of ones private parts, in this case exposing another person’s parts. The only other ohio sex crime that I can see that might fit the bill is called ‘sexual imposition.’ That is the crime of unwanted sexual contact in ohio law. But the definition of sexual contract doesn’t exactly match what is described in the article:

“Sexual contact” means any touching of an erogenous zone of another, including without limitation the thigh, genitals, buttock, pubic region, or, if the person is a female, a breast, for the purpose of sexually arousing or gratifying either person.

I imagine they didn’t bring this charge because it wasn’t clear that direct sexual contact had been made or that it was for sexual arousal or gratification, but rather humiliation.

If the guy has had any other sex crime convictions previously and the specific section of the indecent exposure they’re charging him on now is 2907.09 (B)(4), i.e. exposure to minors 10+ years younger than the offender, “with the purpose of personal sexual arousal or gratification or to lure the minor into sexual activity,” then they would be registered as Tier 1 sex offenders for the exposure. I doubt they’ll use that section, though, as, again, arousal and gratification doesn’t seem to have been the reason he did it. Seems like he was seeking to humiliate above all.
