The vote was only 52% to 48%. It wouldn’t take much to get a swing from majority Brexit to majority Remain.
Also, the Brexit vote never defined what state that the UK would leave in while the Brexit camp was arguing for all forms of post EU relationships at once.

Nope. Most leave voters were old, so enough of them have died that the razor thin leave majority they created evaporated.
