Heat-related deaths and disruptions to daily life are forcing politicians to reckon, in different ways, with a rapidly warming planet.

Yes. It takes both adaptation, such as AC, and an end to the pollution which keeps making the problem worse. There are very real limitations to adaptation
Is AC adaptation or just moving the problem around and making it worse?
Both. It keeps people alive and it has an environmental impact.
