Its not covered, and its slowed down; the rapid response networks aren’t what I’d like them to be, but they’re not completely useless.
But there are theatrical sweeps every so often, and law of large numbers. Plus all police are ice. Its in the name, and when LAPD/SD kidnaps someone for walking while brown or DUI for sleeping it off in the back seat of their car with the keys in the trunk or whatever, and then hands them over to ice because chatgpt says they look like someone who was at a protest obce or their name was super extra ‘foreign’ or whatever.
