No, Picard did kind of create the Maquis in the first place though by “just following orders” and abandoning an entire planet of native americans to the cardassians
and sisko did it both sides, condemn and attack terrorist marquis, and then commit the same thing multiples later on.(romulan senator bombing+ allowing cardassians to commit acts, plus the klingons(during thier changling takeover of cardassia)
The thing with the Romulan senator was the first actually successful piece of Federation-Romulan cultural outreach in history. My headcanon is that the Tal Shiar pretty much immediately figured out what actually happened but were so touched by the effort to conduct relations in a culturally Romulan way that they recommended the alliance anyway.
