They don’t even seem to be after specific users. Just everyone in the country with ADP enabled. Which seems to imply they’re already scanning everyone in the country that isn’t using it.

Advanced Data Protection. Encrypts user data (like backups, notes, photos, reminders, etc) using keys Apple doesn’t have access to (but the user does).
