All those horses and men cannot make up for the loss of the wall and cannon.

I thought it was a cannon and the rhyme retold a historical event: the king spent his money on an army of soldiers and horses instead of infrastructure (fixing the wall). All those horses and men cannot make up for the loss of the wall and cannon.
