It depends on the level of mistrust you’re willing to entertain but the short version is; no, you cannot be sure.
Ken Thompson’s 1983 talk, Reflections on trusting trust is the classic talk on just why you cannot be sure.
My biggest issue with the vote was that Brexit didn’t win.
48% votes to remain and 52% percent votes for 6 different and often mutually exclusive relationships. Which was proven as soon as negotiations began and why there should have been a vote on the final deal which would have certainly failed. But instead people voting for a Norway model or a Swiss model all got counted alongside the lunatics that would have physically dragged the UK further into the Atlantic to get away from Europe given the chance.
It wasn’t 48% Vs 52%, it was 48% vs 8% and 8% and 8% …
