Software should run on computers that belong to the government and that are located within the country, should be auditable (source-code) and data should stay within borders all the time with proper access controls.
Many people struggle to comprehend this. For them, it is all magic and fairy tales. The truth is that they are ceding control to others. Education on this matter is lacking.
I’m not contesting that. But if a person wants something different? Someone who’s not particularly a fan of Android.
That’s a nice set of devices. For a person not interested in degoogled Androids, since it would be Android anyway, what would be the best mobile OS for regular use? Ubuntu touch? Sailfish?
Some key aspects are stability, ease of use, quantity, and quality of the app ecosystem and community.

Those are great questions, and I think, as you say, this won’t be straightforward or easy to achieve. But in the long run, the union will need some sort of shared defense framework in place, and now is a good to start discussing it.
I guess these “older people” won’t be around when this eventually becomes a reality.
