Based on this artice and some searching it seems that it should work with some phones out of the box. And it seems other phones can be powered with power supply and a step down converter wred directly to pads/pins meant for a battery.
Strange. I think I remember back in the first years of android this was standard. Probably that changed. Do you need it to be a phone? You can run android on a computer, old laptop or virtual machine or single board computer like raspberry pi.
I think most phones work with a battery removed. I think your best bet would be phones with removable batteries.

However the polarization in Slovenia caused there is low chance of government being formed without their votes. That is why he was made the (temporary) president of the parliament (mostly ceremonial role without real powers). But because this officially makes him the second most important man in Slovenia his opinions or visits (he said he will visit Russia first), he will make such headlines with his statements and destroy Slovenian reputation.
But because of really strong pro EU and pro NATO views of other parties in potential government this is something he will not be able to force in exchange for his votes.

Also me and my friend in university researched votes in eurovision. We analyzed lots of parameters to figure out on what people vote. Out of three parameter groups (song, artist, country), people and countries mostly vote for a country.
And even more useful than having friendly countries is to not have unfriendly countries.
