The operating system doesn’t degrade, it is just the user installing more and more crap without cleaning. Which is regular usage for your average user.
A fresh install just gets rid of old crap that has nothing to do with the operating system.
In comparison, I regularly remove software I don’t need and make sure my startup is clean of things that don’t need to start every day and it keeps my Windows 11 fast as fuck. I have a laptop with an old Windows 11 install that is just as snappy as it was when I installed it.

And don’t start with “everyone decides them”, I mean practically. Who gets to have the idea of a rule, bring it forth to the group, organize the whole shtick of deciding on it, implement it, inform everyone else how the new rule works, enforce it, and everything else that needs to happen for a rule to exist?
No, it is just really difficult to go from digital yo analog.
In analoge, it doesn’t matter if something is misaligned by a milimeter. The tollerance is pretty big.
But digital is always exact. It doesn’t have the leeway to go off the exact path.
So if something is misaligned even slightly, the mismatch grows exponentially. And that is when the conversion from digital to analog breaks down.
Meaning, printers will always suffer until we can make analog as exact as digital, which is a very big ask we are currently unable to reach.
