Pork barrel politics (or the inverse) is not “interference” nor “undue influence”. The latter is pretty specific in law. The closest the Representation of the People Act gets is “intimidation” but it’s hard to construe the meaning of “intimidation” as regarding undesirable facilities being built near to you in an act that is concerned with violence, threat of violence, threat of financial harm, etc.
In a legal sense it’s hard to parse that way, but the entire ideology (haphazardly glued together with roubles and birdshit though it may be) is itself a threat to society.
